The City of San Leandro, on San Francisco’s East Bay, engaged a private development/design team to create a comprehensive masterplan for 79 acres at the Shoreline Marina. The once popular recreational amenity had begun to lose money as the costs associated with dredging and upkeep rose. 

Working closely with the developer, the city, and the Shoreline Development Citizen Advisory Committee, Withee Malcolm identified a range of development options that earned strong consensus among the stakeholders. Located immediately adjacent to Marina Park, the largest shoreline park in the state, the proposed plan connects and expands current uses, and introduces new, complementary uses to create a mini-hub, lifestyle community. Repositioning the asset as a self-sustaining, eco-friendly development, the plan will require little or no municipal investment.
